One of the most notable contradictions of Spanish public policy in the last decade has been the growing dissatisfaction of citizens with the public sector, despite the extraordinary growth in public spending. This study quantifies the technical efficiency with which the Higher Courts of Justice acted in administrative court proceedings in 1991. The work indicates that only 5 of the 21 courts analyzed were efficient. The average weighted efficiency was 76.1%, indicating that there is significant room for improvement in the action of the justice system in this jurisdiction
