The most common system of higher education funding, which distributes public funding to students in the form of enrollment costs that are less than the real cost of the service, has received criticism in the last two decades, basically in terms of its efficiency and aspects related to redistribution. The use of public subsidies by students belonging to high income segments is seen as a dysfunction of the system. This study indicates the existence of regressive distribution of funding and analyzes its possible correction by the introduction of reforms. The actions suggested by the research are geared to the systems of grants and educational credit programs. Both proposals can moderate the effect on access without reducing the positive effects on efficiency and redistribution.
